South Coast AQMD Permitting Information
In California, certain projects require a government agency to assess the environmental impacts of the project before the agency can decide on project approval. This assessment is completed pursuant to the California Environmental Quality Act (CEQA). The process includes opportunities for public input during the review of the project.
For Marathon’s proposed Los Angeles Refinery Modernization Projects, the South Coast Air Quality Management District (South Coast AQMD) will be leading the CEQA process and will complete an Environmental Impact Report (EIR) for the projects.
Where is the project in the process?
The South Coast AQMD released a Notice of Preparation (NOP) of a draft Environmental Impact Report (EIR) and Initial Study (IS) for the Los Angeles Refinery Modernization Projects. A scoping meeting was held on 11/18/25. Comments received by the South Coast AQMD will be addressed in the upcoming draft EIR.
